This transformer carries a one to one ratio. 120VAC voltage input and 120 VAC output. It’s an AC voltage input and so a Hot and Neutral wires will only be used. Hot (normally black, red or blue wire) goes to primary pin # 2 and Neutral or Common (normally white wire) is connected to pin # 4. See pin assignments labeled on the white plastic that holds the terminal. For safety, green wire (grounding) can be connected to a chassis.

This transformer doesn’t appear to be shielded. The black wrap you are referring to is the tape.
