Yes. All switching power supplies require that there is a load (typically 1amp) on the +5 volt output to regulate properly. If you only connect something to only the +12 volt output, the +12 will only operate at about 8 to 11 volts. Usually the main game board will be connected to the +5 so everything is OK.
